Who had merged Sikkim in India?

Per the official key: under Lord Dalhousie (1849–50), after the detention of British officials, the British annexed Sikkim's Terai (Morang) and Darjeeling areas. (Sikkim itself merged with India only in 1975 as the 22nd State.)
