GST needed changes to the Constitution so that the Centre and the States could both levy tax on goods and services. It was therefore introduced as the Constitution (122nd Amendment) Bill, 2014, and passed in 2016 as the 101st Amendment Act. It was a constitutional amendment bill, not a money or ordinary bill.
