Explanation

2 h 20 min 24 s = 2 + 20/60 + 24/3600 = 2.34 h. At 10/9 of his speed he covers 39/2.34 ≈ 16.67 km/h. So his actual speed = 16.67 × 9/10 ≈ 15 km/h.
